The selectee will lead and support Knowledge Management (KM's) varied programs, including those focused on discipline-based learning, real-time collaboration, and knowledge sharing tools. As part of the KM unit, this position is eligible for remote work.

This position is eligible for remote work. Remote work is an arrangement in which an employee works at an alternative worksite (as an example: "working from home") and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, the selectee must have access to high-speed internet and cell phone service meeting current Federal Highway Administration standards from the approved work location within the contiguous United States and sign a remote work agreement.  The difference in salary is determined by the locality pay in each location. Salaries for all areas are available on the OPM website.

As a KM Program Manager, you will:

  • Manage and implement programs and projects of varying scope across multi-functional program areas coordinating deliverables, identifying and problem-solving challenges, prioritizing competing requirements, budgeting, and effectively communicating program and project status.
  • Facilitate discussions and activities that promote the development of communication, teamwork, leadership and problem-solving in an environment of trust and creative thinking.
  • Communicate clearly and concisely articulate ideas in a timely, factual, persuasive, and diplomatic manner to a variety of audiences.
  • Create new – and find innovative uses for – existing collaboration techniques to connect staff across FHWA through effective and efficient workflows, sharing knowledge, improving employee productivity, and sharing best business practices.
  • Play a critical role in advancing the Discipline Support System (DSS). Work closely with the Discipline Council in carrying out the discipline council action plan and the implementation of discipline-based learning activities. Provide program management expertise to the agency’s discipline seminar program, including scheduling, planning, budgeting, and execution.

For GS-13, the following specialized experience is needed to qualify for this position:

  • Experience serving as project manager for knowledge sharing or training programs, such as an in-person learning conference or continuous collaboration-focused webinar series.
  • Experience working with collaboration tools, including those in the O365 suite, to increase knowledge transfer and collaboration.
  • Experience implementing knowledge management strategies and initiatives and presenting information on same.

For GS-14, the following specialized experience is needed to qualify for this position:

  • Experience leading project management efforts for knowledge sharing or training programs such as in-person learning events or continuous webinar series. Experience should include all facets of project management, including budgeting, contracting, scheduling, planning, communications, and execution.
  • Experience leading learning programs focused on collaboration tools, including those in the O365 suite, to increase knowledge transfer and collaboration.
  • Experience leading the implementation of knowledge management strategies and initiatives, and leading presentations and briefings on same.

The ideal candidate is a politically savvy individual with expert communication, collaboration and program management skills and substantial experience working with knowledge management tools.

Additionally, the ideal candidate will be innovative and imaginative; have a passion for knowledge sharing, discipline-based learning, and collaboration technology; and demonstrate an ability to apply skills in these areas to creative, customer-centric, results-driven projects and programs.
