Join the Department of Finance as an Assistant Program Budget Manager (APBM) within the Fiscal Systems and Consulting Unit and oversee Finance staff in developing accounting policies and procedures. The APBM will provide oversight and support to the Supervising Administrative Analysts (Accounting System) and play a critical role as a Partner Advisory Group member for the Financial Information System for California (FI$Cal). The APBM will also represent the state in national forum and associations.

Responsibilities:
- Acting as the leader in developing and innovating accounting policies and procedures.
- Implement and maintain state accounting and reporting policies and procedures.
- Provide premier accounting consulting services for state departments.
- Serve as the leader in the state accounting community and representing the state in national forum and associations
- Develop and administer equitable statewide cost allocation plans (Pro Rata and SWCAP).
- Develop and administer the statewide budgets for the plans.
- Participate in the formulation, improvement, management, and evaluation of the Administration’s statewide fiscal plans, programs, and policies including the development of any statewide standardized, integrated, automated fiscal system.
- Represent the Department for presentations, negotiations, and coordination of statewide accounting information before the Legislature, various Agency Secretaries, and Department Directors.
- Develop and analyze legislation regarding assignment areas.

Desirable Qualifications:
- Extensive knowledge of California state and governmental accounting policies, processes, and requirements, as well as broad administrative and management level experience with the Financial Information System for California (FI$Cal) and other financial systems.
- Demonstrated ability to apply broad management capabilities, which include technical and management level experience in the state’s accounting, budgeting, and legislative processes.
- Ability to represent the Department of Finance by collaborating effectively with strong negotiating, writing and verbal communication skills, establishing and preserving confident, credible, and cooperative relationships with the highest level of the Administration, the Legislature, and local and federal government.
- Demonstrated ability to perform high-level administrative and policy influencing functions effectively. This includes the demonstrated ability to work effectively under intense pressure, exercise sound judgment and the capacity to make high-level decisions in a fast-paced and changing environment.
- Demonstrated ability to apply new ways of thinking, solve problems, and develop new approaches to achieve the Department's mission.
- Strong leadership and management team experience demonstrating an ability to set goals and expectations; encourage growth and initiative at all levels; manage staff within a multi-disciplinary organization by coaching and mentoring employees to create a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance.
- Knowledge of principles and practices of organization, fiscal, and human resources management, and the Department of Finance's EEO Program objectives.
