PAY AND BENEFITS

 

Annual Pay Range: $122,292.83 - $165,095.97

 

Hourly Pay Range: $58.794629 - $79.373063

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are searching for an experienced leader to join our team as the 9-1-1 Communications Operations Manager at Clackamas County Communications (C-COM). If selected for this position, you will be at the forefront of a leading organization. C-COM is widely regarded as a high-performing public safety communications center, known for its professionalism, innovation, and strong partnerships across the region. You will oversee the Operations Division, leading the agency's training/quality assurance and communications staff. You will guide, support, and mentor supervisors, lead dispatchers, Training & Quality Assurance Coordinator (TQAC) staff, dispatchers, call-takers, and trainees while partnering closely with the Technical Services Manager to ensure smooth, effective 9-1-1 operations. You will also represent C-COM in meetings with County departments, partner agencies, and regional organizations.

 

In this role, you will be primarily responsible for the core operational functions of the communication center, including 9-1-1 and non-emergency call taking, law and fire dispatch, training programs, and quality improvement. You will lead a 47-FTE team and implement policies, procedures, and operational practices aligned with industry standards and user needs. You will participate in internal, countywide, and regional meetings with decision-making authority, contribute to budget recommendations, prepare operational reports, and stay current on industry trends. You will serve on the bargaining team and labor-management committee, remain available for emergency response, coordinate with County HR and other departments, and act as agency director in their absence.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of six (6) years of recent (within the last 10 years) experience in a public safety dispatch environment

• A minimum of three (3) years of supervisory experience in a 24/7 environment (Supervisory experience includes assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance deficiencies, and recommending corrective actions)

• A minimum of five (5) years of work experience that may have included experience as a public safety dispatcher, lead worker, or supervisor

• Experience working in a unionized environment

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• Experience in a consolidated multidisciplinary communications center

• Budget experience in a public sector/governmental organization

• Experience participating in collective bargaining process negotiations

• Experience collaborating with external agencies, such as a public safety member board

• Middle Management certification, issued by the Department of Public Safety Standards and Training (DPSST)

 

Pre-Employment Requirements:

 

• Must be available for 24-hour on-call response to emergency situations

• Must pass an extensive background investigation, including national or state fingerprint records check

• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS

 

Duties may include but are not limited to:

 

• This position carries significant meeting responsibilities across internal teams, County partners, member organizations, and regional groups. It requires sound decision-making in a wide range of meeting settings, supported by staying current on legal updates and industry trends to ensure policies and procedures are appropriately adjusted.

• Administrative duties: supervisor payroll, recruitment, policy approval, tracking monthly intakes and reporting to director, training via PowerDMS and CDE, reports for H3S, managing heavy email volume; gathering budget information from training staff, non-tech equipment, and staffing studies

• Staff supervision: six direct reports (operations supervisors) and 41 indirect reports (Call Taker (CT), Dispatch Trainee (DT), Dispatcher1 (D1), D2Shift Lead (D2), Training & Quality Assurance Coordinator (TQAC)); assigning areas of responsibility; training supervisors; monitoring progress; performance evaluations; decision-making responsibility and recommendations to the director on all personnel matters

• Projects: implementing new policies, procedures, equipment, methods, programs, and other initiatives resulting from staff, member, county, and partner meetings

Investigations and discipline: investigating complaints, disciplinary actions, working with Human Resources (HR), Payroll, Classification & Compensation (C&C), County Counsel, Public & Government GAffairs (PGA), and bargaining labor contract processes, including Labor Management Committee (LMC)

• Acting director duties: serving as agency director in their absence, including full decision-making responsibility

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

 

Please Note: This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
