About this Role:
HRD is responsible for coordinating with and adhering to policies established by the California Department of Human Resources (CalHR) and ensures DHCS Divisions/Offices comply with personnel laws, regulations, rules, and bargaining unit contracts. Analysts in HRD provide the full scope of human resources services for DHCS and support the selections, recruitment, classification, performance management, labor relations, timekeeping, pay and benefits, and disability programs.
HRD is comprised of three branches, each with distinct responsibilities that collectively support the Department’s workforce and operational goals.
Classification, Data, and Compliance Branch (CDCB) manages the Department's use of classifications and organizational structures to ensure compliance with CalHR standards and regulations, while also working closely with supervisors and managers to address employee performance issues. CDCB also leads strategic HR modernization initiatives to streamline processes across DHCS and leverages data analytics and visualization to support informed decision-making and manages position control activities such as establishment, reclassification, and legislative reporting.
Payroll, Benefits, and Health Management Branch (PBHMB) is responsible for all aspects of payroll processing and benefits programs to ensure accurate and timely compensation for DHCS team members. PBHMB also oversees disability leaves including State Disability Insurance (SDI), Non-Industrial Disability Insurance (NDI), Family and Medical Leave Act (FMLA), and unpaid Medical Leaves of Absence; and manages Workers' Compensation claims and provides support for returning employees.
Selection and Recruitment Branch (SRB) is responsible for leading the Department's hiring activities that include examinations, minimum qualification verifications, Executive hiring, and recruitment/outreach. SRB provides hiring strategy and support to managers and personnel liaisons, and assists candidates through each stage of the hiring process.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. - Describe your experience related to one or more HRD Branches (CDCB, SRB, and PBHMB), including specific examples that demonstrate your ability to perform complex analytical work, ensure compliance with state/federal laws and regulations, and/or deliver effective solutions to human resources issues.

- Demonstrated ability to consult with and advise administrators or other interested parties on a wide variety of human resources subject-matter areas
- Demonstrated ability to work independently and collaboratively to achieve common goals.
- Demonstrated strong interpersonal skills, discretion, and ability to maintain a high degree of confidentiality and initiative in performing tasks.
- Demonstrated experience and/or knowledge of process improvement best practices, trends, and methodologies.
- Demonstrated understanding of the State Civil Service Merit System, hiring trends, and best practices.
- Demonstrated knowledge of human resources systems/programs such as ECOS, HRIS, and PIMS.
- Demonstrated ability to use in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other relevant tools.
- Demonstrated ability to prepare clear, well-organized documents, manage multiple priorities, and maintain accuracy under deadlines.

Telework and Salary Information
Telework: This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated Memorandum of Understanding.
