Traffic Specialist (Utility Permits and Coordinator)

The traffic specialist reviews, approves, and manages routine and complex proposed projects on department right of way by utility companies, contractors, developers, governmental entities, or individuals; and performs inspections of project to ensure compliance with plans, specifications, special provisions, and terms of agreements as set forth in the permits.

Responsibilities also include Utility Coordination for future roadway projects, and private utility companies working on department right of way. This work requires meeting with contractors, and utility companies to conduct field inspections of projects and work zones, coordinating with design and construction to ensure utility information is correctly shown on the plans, requesting locates through the MO One Call System, assisting the District Utility Engineers (DUEs) in meeting with the utility companies on future and current projects, tracking and documenting work in the field on all utility reimbursable and non-reimbursable work, and maintaining required construction documentation, records and files; prepares progress and other reports.

What you’ll do:   

  • Prepares and issues permits to utility companies, contractors, developers, governmental entities, or individuals for work on department right of way with designated project specifications and requirements.
  • Meets with contractors, developers, governmental entities, individuals, and utility companies to explain procedures and department policies on granting permits.
  • Reviews and approves proposed plans for construction on department right of way for feasibility with regard to drainage, sight distance, landscaping, curbing, traffic flow, and related requirements; makes recommendation for modification; may coordinate permit work with other district departments.
  • Reviews work zone requests and approves or restricts work zone activity based on the impact to traffic and the community.
  • Conducts field inspections of projects and work zones, and performs measurements of traffic control devices to ensure compliance with departmental standards.

All you need for success:

Minimum Qualifications

·       Two years of college or Associate's Degree: Engineering, Construction Technology, or related field, AND two years of experience with the department in construction inspection, highway design, traffic technician positions, or related field, OR

·       Four years of experience with the department in construction inspection, highway design, traffic technician positions, or related field

Special Working Conditions:

  • Job requires exposure to moderately adverse and undesirable environmental conditions.
  • Job may require operation of vehicles to plow snow and spread ice control materials.
