Public Outreach Specialist (FUSRAP)

The U.S. Army Corps of Engineers is looking for a Public Outreach Specialist to work with the FUSRAP program in Buffalo, NY. FUSRAP serves as the clean up program for sites that were contaminated during early research into nuclear power and weapons. The Public Outreach Specialist would help the engineers and scientists that are charged with creating safe clean-up options communicate with the public about Environmental Reports and Decisions, create press releases and fact sheets, and respond to public inquiries for more information about the FUSRAP program. A successful candidate would work with elected officials, government agencies, citizen groups, property owners, and media representatives on a number of high-profile, politically sensitive, and sometimes controversial projects. While open to most degrees, an understanding of science and engineering is important, and strong communication skills are a must.

The position is intended for a new or recent graduate, and you must be either about to graduate with at least a bachelors or have graduated from a program within the last two years. This Public Outreach Specialist position is graded GS-7/9/11, which means that after being hired at the appropriate level, most candidates receive a grade promotion each year until they reach GS-11, which is considered full performance of the position, at which point they would be eligible for raises through step increases and cost of living adjustments. The position is located in the Buffalo, NY office, and may be eligible for telework, but is not remote.

GS-7 Step 1: $48,640 – Usually a bachelors degree
GS-9 Step 1: $59.495 – Usually with an appropriate Masters degree, or related experience
GS-11 Step 1: $71,984 – Usually a PhD

All candidates are asked to provide their resume, their unofficial transcripts to demonstrate eligibility for a recent graduate position, and a short writing sample. The writing sample should be no more than 300 words on the importance of plain language communication when it comes to government and the environment.

Duties:
  • Prepares outreach deliverables in support of the Buffalo District’s environmental outreach and public affairs initiatives, including correspondence, fact sheets, presentations. May need to research data or work with engineers to create easily understandable charts, maps or graphics.
  • Assists with promoting communication and coordination between the Corps of Engineers and external stakeholders including other governmental and non governmental organizations; answers public and congressional inquiries relating to a wide range of topics, to include environmental remediation, ecological and health concerns, and USACE delivery processes.
  • Helps implement environmental records management procedures, supporting project managers and supervisors in the execution of complex environmental remediation projects, and the retention of legally required records.
