Duties
- Analyze budget and financial data for consistency with financial plans and program schedules.
- Perform budget controls through review and approval of the obligation and expenditure of funds and expenses.
- Review budget requests submitted by program managers to assure that they meet command and higher headquarters requirements.
- Compile narrative and statistical material for assigned area for use in briefings.
- Develop procedural instructions and policy guidance for use by officials in planning and estimating funding needs for staffing, contractual service, equipment, and travel.
- Plan and execute regularly assigned duties within time-frames dictated by the Federal program and budget process.
- Identify trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis.
- Interpret complex legislative, policy and regulatory guidance to develop program plans, policies, and guidance, and to make adjustments to the program.
Qualifications
Specialized Experience for GS-09: 1) Utilizing automated systems to monitor obligations and expenditures. 2) Compiling budgetary data to assist in formulating a budget; AND 3) Analyzing financial systems to prepare budget reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing.
Specialized Experience for GS-11: 1)Identifying resources required to support varied levels of budget programs or operations; 2) Assisting in developing the annual operating budget for higher level approval; AND 3) Reviewing reports of budget activities to ensure timely issuance of funding documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).OREducation: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
