Capital Projects Associate

Summary:
Safe Horizon offers a variety of programs for victims of crimes and domestic violence at over 65 locations city-wide. The Capital Projects Associate, under the direction of the agency’s Capital Project Manager, will be responsible for assisting in coordinating and managing a variety of facilities capital projects to acquire, construct, renovate, upgrade, and maintain Safe Horizon’s facilities. Examples include electrical capacity upgrades, office space reconfiguration and renovation, construction and fit out of new office and residential shelter space, and mechanical systems upgrades, repair and/or replacement.
 

Responsibilities:
• For Program and Client-Facing Staff: Learn and integrate a trauma-informed, client-centered
approach, using an anti-oppressive lens, into your work with clients.
For Program and Supervisors Supporting Client-Facing Staff: Learn and integrate a trauma informed, client-centered approach, using an anti-oppressive lens, into your work with clients. Coach and guide staff in their client practice that reflects these approaches.
 

Major responsibilities include inspection and assessment of facilities conditions and identification of items requiring repair and/or upgrade, performing feasibility studies and providing cost estimates and schedules for such work, and ensuring safety of design and work practices. The incumbent will assist in the development of annual capital budget expenditures. The position will supervise and monitor work performed by third party vendors and contractors for facility renovation, upgrades and installation.

Key functions include:
• Provide condition assessments of Safe Horizon facilities to identify repair, maintenance, and code compliance issues and devise and implement cost effective solutions;
• Working with departmental colleagues and Program departments, prioritize overall capital needs and devise a work plan and schedule for selected projects;
• Develop detailed project work scopes and oversee contracts;
• Prepare requests for proposals and project specifications;
• Identify prospective vendors/consultants/contractors, solicit bids, negotiate contract terms and
supervise all aspects of the project through to completion;
• Review and authorize payments for consultant/contractor services;
• Coordinate with on-site facility and program managers to ensure proper communication of upcoming work schedules, status of ongoing work and to minimize any disruption to ongoing program operation;
• Inspect sites for compliance with applicable standards, codes, and regulations;
• Enforce applicable construction and building code requirements
• Work collaboratively with FPM and Program team colleagues and staff to ensure project coordination and communication of project status
• In consultation with program, facility and supervisors, will assist in prioritizing facilities repair and
maintenance needs and devising an annual budget, in collaboration with Program and supervisors
 

Qualifications:
• Bachelor’s degree in Planning, Construction Management or related course of study, or relevant
equivalent experience
• 1+ year of experience in facility planning, construction project management, and/or building facilities performance metrics and standards
• NY State driver’s license desirable, as some travel and after-hours assignments may be required within the five boroughs of New York City
 

Knowledge and Skills:
• Ability to provide concise and clear facility condition evaluations and solutions;
• Ability to collaborate with and direct the activities of staff and consultants/contractors;
• Strong communication and negotiating skills;
• Ability to work under pressure in a calm and reassuring manner and to work independently;
• Ability to simultaneously oversee and complete multiple on-going capital projects and project
budgets within deadlines;
• Ability to read floor plans, blueprints, schematic drawings, and/or construction drawings
• Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals;
• Familiarity with New York City Building, FDNY and other applicable regulatory codes and
requirements;
• Demonstrated commitment to safety, including safety considerations in engineering design,
recommendations, and implementation;
• Demonstrated ability to communicate verbally and in writing with familiarity in contract
management principles;
• Must be able to work effectively in a team setting and regularly solicit input from others in the
development, planning, scoping, estimating and execution of projects;
• Strong organizational skills and the initiative to plan, monitor and report on project progress and
spending, including forecast future spending and accruals;
• Familiarity with the use of project management software with proficiency in Microsoft Office Suite

Hiring Pay Range: 26.10 - 29.05 Hourly

Full-time Hours: 35 Hours per week
