Senior Facilities Manager

As a Senior Facilities Manager, you will use our foundational drivers to play a crucial role in shaping the highways that connect communities and drive progress across the Commonwealth of Virginia.

The Senior Facilities Manager will lead a team of trades technicians and contractors for the Lynchburg District. You will plan and direct the activities of the district’s facilities functions; provide oversight of facilities through the use of hired contractors to perform construction, alterations, maintenance, and major day-to-day repairs to buildings, infrastructure, and facilities; prioritize district facility needs and spending allocations, develop district’s 6-year capitol outlay plan and budget; plan and initiate projects to improve, maintain and construct facilities in a manner consistent with VDOT goals and available funding; and oversee district security operations.

  • Maintain Facilities Design Section
     
  • Security, Emergency and Risk Management
     
  • Budget Development
     
  • Development and Construction of Building Projects
     
  • Capital Outlay Maintenance Reserve and Specialty Project Plans

Minimum Qualifications

  • Knowledge of general management principles and practices to include human resource management, strategic planning and customer satisfaction through continuous improvement.
     
  • Valid driver's license.
     
  • Knowledge of energy management, energy management systems, controls, HVAC, lighting, utilities, energy efficiency in new and existing construction and renewable technologies.
     
  • Knowledge of specialty architecture, engineering, construction, trades and facility operations, as well as understanding of capital outlay process.
     
  • Skill in the use of computers and web based applications to include Microsoft Office and AutoCAD.
     
  • Extensive knowledge of generally accepted management principles and practices related to facilities management, funding, planning and development.
     
  • Ability to supervise staff, programs and budgets.
     
  • Knowledge of and ability to administer contracts related to facilities and construction.
     
  • Knowledge of construction design and specifications, cost estimating, building codes, federal and state regulations and permit policies related to facilities operations to include health and safety.
     
  • Ability to plan, prioritize and manage multiple complex projects.

Additional Considerations

  • Experience in planning and project management of capital outlay and other construction projects.
     
  • Experience in building construction, facility management, budget development and management, outsourcing and contract administration for a large corporation or public sector organization.
     
  • A combination of training, experience, or education in Engineering, Architecture or related field desired.
     
  • Ability to effectively manage lease agreements for district facilities as a leasee and with other agencies as a lessor.
     
  • Experience working with DRES and BCOM.
  • An effective leader and communicator that fosters a cohesive and effective team environment that delivers the highest quality customer service.
     
  • Ability to set clear expectations.
