Budget Analyst (Fiscal Analyst 2)

We are hiring a Budget Analyst (Fiscal Analyst) to join our Budget Planning & Analysis team. In this position you will, manage, control and monitor financial functions for the Central Services offices budgets. You will do this work by developing the budget, reporting, and monitoring functions, providing data, developing complex reports and other documents in support of fiscal functions for the program. Summary of Duties

 

As a Budget Analyst, you will:

Prepare expenditure reports and quarterly allotment plan by completing assigned sections of data based on actual expenditures and projected spending for assigned budgets.  

Maintain and update the budget workload model information, by working with and compiling information from ORRAI-workload model analyst and all the Fiscal Analyst 3’s that have personal services in their budgets.

Modify, implement, and maintain desktop software applications/fiscal models related to managing the status of and preparing a biennial budget.

Develop, monitor and evaluate fiscal operations for effectiveness.  Identify areas which require further in-depth analysis. Making recommendations to program managers for improvements.

Work with program leadership to identify new budgetary needs, improving the usage and management of funds.

Develop, analyze, and monitor financial data to verify accuracy and compliance with legislative intent, other jurisdictional budget plans and service agreements, recommending corrective action plans.

 

 

 

 

 

 

 

Minimum Qualifications

A valid driver’s license and acceptable driving record are required for this position or an appropriate form of transportation.

 

 

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

OR

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

OR

Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

 

 

Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

Working Conditions

This position is eligible for Hybrid work, and you be required to work in the Salem office quarterly for business needs.

Office setting with significant use of a computer and phone. 

Occasional overtime and short deadlines throughout the year.

Requires working with a wide variety of people and situations, which may occasionally expose the employee to difficult situations requiring diplomacy.

This position works collaboratively in a team setting. 

Good team player skills are necessary, including the willingness to collaborate, share information, and contribute to the team’s success are necessary. 

The position also requires excellent customer service skills for both internal and external customers, and the ability to demonstrate initiative and independent judgment on an on-going basis.
