Central Coast Water Board has an opening for an Assistant Executive Officer (AEO)/Career Executive Assignment (CEA), Level A. The position location is 895 Aerovista Place, Ste. 101, San Luis Obispo, CA 93401.
Under general direction of the Executive Officer, and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, to follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.
Duties:
Plans, organizes, and directs the work of four Sections, including nineteen technical programmatic units and the enforcement program, and the administrative unit. This includes providing technical and policy direction, establishing responsibilities and procedures for work items, and following up on progress, and managing personnel issues.
Has significant policy creation and program management responsibility; directly influence policies and manage programs pertaining to the Central Coast Water Board mission.
Advises Section Managers on difficult water quality, environmental and administrative problems; review reports and recommendations prepared by technical and legal staff; provide direction to the Section Managers in the development of policy statements for their respective areas. Coordinate with the other Offices within the Board to assure that water quality policies are being implemented consistently throughout the Board.
Maintains contact with State Board, stakeholder organizations, local and federal government entities involved in or concerned about water quality with the Central Coast Water Board. Represent the Central Coast Water Board on committees, work groups and speak at various forums. Represent the Board and/or Executive Officer at public meetings of elected and appointed boards and commission from the various counties, cities, and special districts and other agencies in the Central Coast Water Board region.
Acts on behalf of the Regional Board Executive Officer. The AEO acts on behalf of the Executive Officer at the policy level in meetings and conferences, on statewide task force assignments, and with Regional board members as necessary. The AEO speaks before other governmental officials, the public, and the media and interprets federal and state laws, policies, and regulations and activities of the Regional Board.
Expanding employee and organizational skills to provide consistently high quality, responsive customer service in the Board’s activities. The AEO serves as the ombudsperson for the public and regulated community in the Central Coast region, and will continuously strive to improve customer service and compliance assistance through improved guidance, public education, and outreach efforts.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
